IMAF authorizations

If you want to make people mods or owners, write authorizations in posts.

Ex:

I* __name___ *give permission for* ___someone__ * to become mod.

Flippy, please approve this authorization.

* Then I will coment “Approved” or declined. 😉

You must be above owner line to make authorzations. This also may be used something besides chat ranks.
